A golf cart that can be legally driven on public roads in Texas is classified as a Low Speed Vehicle (LSV) or Neighborhood Electric Vehicle (NEV). These terms are used interchangeably in Texas DMV contexts.
An LSV has a top speed of 25 mph or less. It requires a Vehicle Identification Number (VIN), specific safety equipment, and registration with the state. Once registered, it can be driven on roads posted at 35 mph or under.
Not every golf cart qualifies without modification. The cart needs the right equipment in place before registration is possible.
The Equipment Your Cart Needs Before Registration
Before taking a cart to the DMV, confirm it has all of the following installed:
- Headlights
- Taillights
- Turn signals (front and rear)
- Side mirrors (left and right)
- Seatbelts for all seating positions
- A Vehicle Identification Number (VIN)
In most states, a speedometer is also required. Requirements can vary by city and county within Texas, so verifying with the local DMV before heading in is the safest step.
Step 1: Confirm Your Cart Has a VIN
A VIN is the foundation of street legal status. Without one, the cart cannot be registered.

Step 2: Verify the Required Safety Equipment Is Installed
Go through the equipment list above and confirm every item is installed and functioning. This is the step most buyers either miss or underestimate.

Step 3: Take Your Bill of Sale to the Local DMV
The bill of sale is the document that starts the registration process. In Texas, you take it to the local county tax office, which handles vehicle registration for most counties in the state.
For buyers in the Austin area, that is the Travis County Tax Office. For buyers in surrounding counties, the process goes through the respective county's tax office.
Bring the bill of sale for the cart and a valid government-issued ID.
Step 4: Pay the Registration Fee and Get Your License Plate
In Texas, the registration fee for a golf cart classified as an LSV is $20. After paying, the cart receives a license plate and is legally registered for street use.
Requirements can vary by state, county, and city outside of Texas. For buyers outside the Austin area or outside Texas entirely, checking with the local DMV before purchasing is the right call.
Where You Can Drive a Street Legal Golf Cart in Texas
Once registered, a street legal golf cart can be driven on roads posted at 35 mph or under. Some municipalities have additional restrictions or designated paths for LSVs. Checking local ordinances in addition to state law is worth doing before assuming a route is open.
A valid driver's license is required to operate a registered LSV on public roads in Texas.
